Two Harlan County men were arrested Wednesday by Kentucky State Police in unrelated cases on charges of distribution of matter portraying a sexual performance by a minor and possession of matter of portraying a sexual performance by a minor.
One of those arrested was William Ronald Helton, a 63-year-old resident of 33 Grant Helton Road in Stoney Fork. He was arrested at his place of employment, the Black Mountain Utility District water plant, in Wallins Creek.
According to the arrest citation, Helton “distributed more than two files of child sexual exploitation to (a detective) with the Kentucky State Police E-Crimes section over the Internet. A search warrant was obtained for the Black Mountain Utility District water plant located at 813 Daniels Mountain in Wallins Creek after the IP address seen distributing was tracked to this location.”
The citation listed that computers were searched and files of child sexual exploitation were discovered.
According to the other citation, John Phillips, 25, was arrested at his home located at 268 Cane Mill Branch Road in Kenvir. “The above subject distributed more than two files of child sexual exploitation to detectives at the Kentucky State Police Electronics Section on the Internet.”
The citation noted a search warrant was obtained for Phillips’ home “after the IP address seen distributing was tracked to the residence.”
A computer belonging to Phillips was searched and more than two child sexual exploitation files were discovered, according to the citation.
According to the citation, Phillips is unemployed.
Additional details were not available Thursday as police were continuing to work on the cases.
KSP Det. Bryan Johnson was the arresting officer.
