Goins receives ‘Rookie of the Year’ award from DOC

Named the 2013 “Rookie of the Year” by the Kentucky Department of Corrections, Harlan County Probation and Parole Officer Zachary Goins is commended by his superiors.
“Goins caught on quickly and has not looked back,” said Lyndon Barry Cochrane, Probation and Parole assistant supervisor, district 10 in London. “His work performance and desire to do things the right way did not go unnoticed. Goins has demonstrated the abilities and desire to become one of the finest officers within Probation and Parole. For his hard work and dedication, he was named the Kentucky Department of Corrections Rookie of the Year for 2013.”
Beginning his employment in the Harlan County Office of Probation and Parole on July 16, 2012, Goins, 25, said the reason he decided to pursue a career in criminal justice was “because he had always wanted to be in some type of law enforcement.”
“I’ve always wanted to give back to my community,” said Goins. “Helping people has always interested me. I found this was an avenue to accomplish that through the Office of Probation and Parole.”
Saying his employment with the Office of Probation and Parole is “a rewarding career,” Goins added he feels “he is contributing toward making the citizens of Harlan County a little safer.”
Graduating from Harlan High School, Goins obtained his associate’s degree from Southeast Kentucky Community and Technical College and his bachelor’s degree from Eastern Kentucky University in Criminal Justice.
Goins and his wife, Courtney, who is a student at Southeast Kentucky Community and Technical College, reside in Fresh Meadows. They have one 1-year-old daughter, Ryleigh Grace-Ann.
