“He advised the jail staff he wanted to talk to us,” said Noe. “We took his statement, at which time he admitted to being in the vehicle and having juveniles with him. He advised us he was the one that took the phone.”
Noe said a warrant was obtained based on Napier’s statement.
According to the warrant, Napier entered four different vehicles in the Woodland Hills area.
“We do have video of them at one of the residences,” said Noe.

The warrant also states Napier had two juveniles with him when he took the items. The two juveniles have also been charged.
According to Noe, the Woodland Hills thefts are possibly connected to a recent rash of thefts in and around Harlan.
Napier was charged with theft by unlawful taking over $500, three counts of theft by unlawful taking, two counts of second-degree unlawful transaction with a minor and theft or receipt of a stolen credit/debit card.
