Man charged with rape of child

An Evarts man has been charged after allegedly raping a child.
Ben Risner, 54, was arrested by Kentucky State Police Det. Jason Joseph on Thursday.
The complaint states an 8-year-old child alleges Risner engaged in sexual intercourse with her while she was in his care.
The case is under investigation by Joseph.
Risner was lodged in the Harlan County Detention Center on a $100,000 full cash bond.
In other police activity:
* Samantha Jones, 18, of Cawood, was arrested Thursday by KSP Trooper Craig Miller on charges of second-degree burglary, second-degree criminal trespassing and third-degree terroristic threatening.
According to one of two arrest warrants served on Jones, John Roddy states that sometime between Sept. 2 and Sept. 3 Jones entered Roddy’s home after being told not to be inside the residence.
The warrant alleges Jones threatened the 83-year-old Roddy, placing him in fear as he is unable to defend himself.
According to a second warrant, Tammy Smith stated that Jones continued to come to her property after being told not to do so. The warrant states Jones did this between Sept. 16 and Sept. 17.
Both warrants state requests have been made that Jones have no contact with the defendants.
Jones was lodged in the Harlan County Detention Center on bonds totaling $7,000 secured by 10 percent;
* Ashley Cobb, 29, of Wallins, was arrested Thursday by the Harlan City Police Department and charged with failure to produce insurance card, no registration receipt and operating a motor vehicle under the influence of alcohol or drugs. She is also being held on charges of second-degree criminal possession of a forged instrument, theft by deception including cold checks under $500, persistent felony offender I, theft by unlawful taking and giving an officer a false name or address.
Cobb was lodged in the Harlan County Detention Center on a $5,000 full cash bond and a $7,500 bond secured by 10 percent.
