Deputy arrests 2 on drug charges

A traffic stop conducted by the Harlan County Sheriff’s Office led to the arrest of two men on drug charges on Friday.

John L. Allen, 44, of Cranks, was arrested by Harlan County Sheriff’s Deputy Danny Lewis.

According to the citation, Lewis stopped a brown Ford F150 pickup operated by Allen at approximately noon on Friday. Lewis noticed Allen’s pupils were constricted and administered a sobriety test. Allen showed signs of impairment and was placed under arrest for DUI. The vehicle’s license plate was not the plate issued for the vehicle. A passenger in the vehicle had in her possession a white napkin wrapped around two syringes and a green leafy substance believed to be marijuana as well as a small blue pill and a white powdery substance believed to be a controlled substance. Allen told police he gave the napkin to the passenger in an attempt to tamper with or conceal evidence.

Allen was charged with no registration plates, improper registration plate, failure of owner to maintain required insurance, operating a motor vehicle under the influence of alcohol or drugs, second- and third-degree possession of a controlled substance, possession of marijuana, possession of drug paraphernalia and tampering with physical evidence.

He was lodged in the Harlan County Detention Center on a $5,000 bond secured by 10 percent.

Russell Jones, 58, of Cranks, a passenger in the vehicle, was arrested by Harlan County Sheriff’s Sgt. Chris Brewer.

According to the citation, Jones consented to a search and was asked if he had anything on him that could injure the officers. He stated he did not. Police found a syringe in his front shirt pocket. Police also found a green leafy substance believed to be marijuana. Another passenger in the car stated Jones had passed her a white napkin containing syringes as well as a green leafy substance believed to be marijuana and a small blue pill believed to be a controlled substance.

Jones was charged with third-degree possession of a controlled substance, possession of marijuana, first-degree wanton endangerment, tampering with physical evidence and possession of drug paraphernalia. Jones was lodged in the Harlan County Detention Center on a $5,000 bond secured by 10 percent.

In other police activity:

• Randall Nolan, 56, of Baxter, was arrested by Loyall City Police Chief Mike Lunsford on Friday. He was charged with false statement/misrepresentation in order to receive benefits over $100. Nolan was lodged in the Harlan County Detention Center on a $5,000 full cash bond;

• Toby Webb, 30, of Totz, was arrested on an indictment warrant by Harlan City Police Officer Brandon Watts on Friday. He was indicted for theft by unlawful taking under $10,000 and lodged in the Harlan County Detention Center on a $2,500 full cash bond;

• Hubert Allen, 34, of Cranks, was arrested by Lewis on Thursday on an indictment warrant. He was indicted for cultivating marijuana and persistent felony offender II and lodged in the Harlan County Detention Center on a $2,500 full cash bond;

• Ventris E. Browning, 50, of Cumberland, was arrested on an indictment warrant by Cumberland Police Officer Cody Bargo on Wednesday. He was indicted for first-degree possession of a controlled substance, possession of drug paraphernalia and persistent felony offender II. He was lodged in the Harlan County Detention Center on a $2,500 surety bond.
