A LeJunior man is facing a charge of possession of a forged instrument after allegedly being found in possession of checks belonging to a missing man.
Joshua Starrett, 27, was arrested by Harlan County Sheriff’s Deputy Mark Saylor on Friday.
According to the arrest warrant obtained by Kentucky State Police Det. Kevin Miller, Starrett was in possession of two $350 checks belonging to Hershel Starrett. The checks were mailed to Hershel Starrett after he was reported missing. One of the checks was endorsed with Hershel Starrett’s name. Hershel Starrett is still missing.
Joshua Starrett was charged with second-degree criminal possession of a forged instrument and lodged in the Harlan County Detention Center on a $750 full cash bond.

• Richard C. Grogan, 27, of Cumberland, was arrested Cumberland City Police Officer Cody Bargo on Sunday.
According to the citation, Grogan took control of a 2003 Nissan Altima belonging to another person with the intent of depriving them of the vehicle.
Grogan was charged with theft by unlawful taking under $10,000 and lodged in the Harlan County Detention Center on a $5,000 full cash bond;
• Chester R. Engle, 48, of Cawood, was arrested on Saturday by Harlan County Sheriff’s Deputy Philip Ely.
According to the citation, Engle was placed under arrest for two outstanding warrants and advised of his Miranda rights. A search of his person located a small purple container containing 75 percent of a buprenorphine pill in his left front pocket. Engle stated he had a prescription for the pill. His prescription bottle, located on the dresser beside his bed, was found to be empty. The prescription had been filled two days prior and was for 28 pills with instructions to take two a day. Engle told police the 75 percent of a pill was all he had left. He also told police he had taken all the pills within the two-day period. Police also found $507 in his wallet.
Engle was charged with second-degree trafficking a controlled substance, prescription controlled substance not in original container and possession of drug paraphernalia. He was lodged in the Harlan County Detention Center on multiple full cash bonds totaling $12,500;
• Joshua Lee, 19, of Cumberland, was arrested by Bargo on Friday. He was charged with receiving stolen property (firearm), theft by deception under $500, possession of marijuana, trafficking in marijuana and possession of drug paraphernalia. Lee was lodged in the Harlan County Detention Center on a $1,500 full cash bond.
A defendant is presumed innocent and is entitled to a fair trial at which government must prove guilt beyond a reasonable doubt.
