A Harlan woman is facing multiple charges including intimidating a participant in a legal proceeding after allegedly threatening a woman and her minor daughter.
Devina C. Fields, 40, was arrested by Harlan County Sheriff’s Deputy Philip Ely on Tuesday.
According to the citation, Fields made threats to “whip” a woman and her 11-year-old daughter on June 22. The woman had contacted police earlier in the week, advising Fields was threatening her. Fields was arrested on an unrelated pending assault charge when police arrived in response to the woman’s call. Once Fields was released from jail, she made threats and harassed the woman, intending to cause the woman to refrain from pursuing charges against her.
Fields was charged with intimidating a participant in the legal process and third-degree terroristic threatening. She was lodged in the Harlan County Detention Center on a $7,500 full cash bond.

• Robert W. Goins, 44, of Harlan, was arrested by Harlan City Police Officer George Young on Tuesday. The arrest warrant, obtained by Harlan City Police Officer Derrick Noe, states Goins entered Southern Wholesale after store hours on June 16. Goins was charged with third-degree burglary and lodged in the Harlan County Detention Center on a $7,500 bond secured by 10 percent;
• Curtis Nash Halcomb, 28, of Cumberland, was arrested by Harlan City Police Officer Tyler Hensley on Wednesday. According to the citation, Halcomb was a passenger in a vehicle when police performed a traffic stop. The driver gave permission to search the vehicle. During the search, Hensley located a yellow bag in the floorboard where Halcomb was sitting. The bag contained multiple pills and a bag containing a green leafy substance. Halcomb was charged with possession of marijuana, first-degree possession of a controlled substance and prescription controlled substance not in original container. He was lodged in the Harlan County Detention Center;
• Timothy D. Foley, 27, of Harlan, was arrested by Young on Tuesday. According to the warrant obtained by Kentucky State Police Trooper James E. Hensley, Foley caused serious injury to a victim on Feb. 1 by beating the victim with his fist. The victim was flown to UK Medical Center. Foley was charged with second-degree assault and lodged in the Harlan County Detention Center on a $10,000 full cash bond;
• Devin T. Shepherd, 26, of Harlan, was arrested on an indictment warrant on Tuesday. He was indicted for intimidating a participant in a legal process and lodged in the Harlan County Detention Center on a $5,000 full cash bond.
