Man charged with rape, victim under 12

Four individuals are facing multiple charges after police allegedly found them in a motel room along with what appeared to be an explosive device and drug paraphernalia.

Angel Foley, 21, of Cawood, Kathy Rice, 32, of Harlan, Amber Stepp, 27, of Cumberland, and Charles Keith, 40, of Harlan, were arrested by Cumberland City Police officers on Friday.

According to the citations, police responded to room 222 at the Plaza Motel. Stepp, Rice and Keith were in the room which Foley had rented. Police searched the room and discovered what appeared to be an explosive device. Police also found syringes after being advised there was nothing in the room that could harm them.

Foley was arrested by Cumberland City Police Officer John Teagle and charged with first-degree wanton endangerment, first-degree possession of a controlled substance (methamphetamine) and possession of drug paraphernalia.

Rice was arrested by Teagle and charged with first-degree wanton endangerment and possession of drug paraphernalia.

Stepp was arrested by Cumberland City Police Officer Cody Bargo and charged with first-degree wanton endangerment and first-degree promoting contraband.

Keith was charged with first-degree wanton endangerment and possession of drug paraphernalia.

All four were lodged in the Harlan County Detention Center on $500,000 full cash bonds.

Officers responding to the scene included Teagle, Bargo, Cumberland City Police Officers Zack Smith and Kenny Raleigh, Benham City Police Chief Ryan Shepherd and Kentucky State Police Trooper Jimmy Halcomb.

In other police activity:

• Jason Brook Haynes, 35, of Baxter, was arrested on Monday by KSP Trooper Michael Brigmon. Haynes was charged with first-degree rape victim under 12 years of age. According to the warrant obtained by Kentucky State Police Det. Kevin Miller, Haynes engaged in sexual intercourse with a person who is incapable of consent because she is less than twelve years old. Haynes was also charged with theft by unlawful taking under $10,000, theft by unlawful taking under $500, third-degree possession of a controlled substance, possession of marijuana, illegal possession of legend drug and possession of drug paraphernalia. He was lodged in the Harlan County Detention Center;

• Cassie Estes, 28, of Wallins, was arrested on Monday by KSP Trooper Brandon Burton. According to the warrant obtained by Miller, Estes intentionally permitted a person of which she has custody to be sexually abused. Estes was charged with first-degree criminal abuse of a child under 12 and lodged in the Harlan County Detention Center;

• William Cox, 34, of Dayhoit, was arrested by Kentucky State Police on Sunday. He was charged with first-degree possession of a controlled substance and lodged in the Harlan County Detention Center;

• Misty Osborne, 28, of Cumberland, was arrested on Saturday by Cumberland City Police Officer Zack Smith. Osborne was charged with manufacturing methamphetamine, unlawful possession of a meth precursor and first-degree possession of a controlled substance. She was lodged in the Harlan County Detention Center on a $3,000 full cash bond;

• Tonya G. Hill, 43, of Cumberland, was arrested by Teagle on Saturday. She was charged with manufacturing methamphetamine, unlawful possession of meth precursor and first-degree possession of a controlled substance. She was lodged in the Harlan County Detention Center on a $3,000 full cash bond;

• Gregory Barton Cornett, 42, of Loyall, was arrested on an indictment warrant by Loyall City Police Officer Mitch Alford on Sunday. Cornett was indicted for first- and third-degree trafficking a controlled substance, possession of marijuana, tempering with physical evidence, prescription controlled substance not in original container, second-degree fleeing or evading police and operating a motor vehicle under the influence of alcohol or drugs. He was lodged in the Harlan County Detention Center on a $7,500 full cash bond;

• Rhonda Lynn Johnson, 29, of Loyall, was arrested on an indictment warrant by Brigmon on Sunday. She was indicted for first-degree possession of a controlled substance and first-degree wanton endangerment. She was lodged in the Harlan County Detention Center on a $5,000 full cash bond;

• Bobbi Foley, 38, of Wallins, was arrested by Kentucky State Police Trooper Kenny Sergent on Sunday on an indictment warrant. She was indicted for unlawful possession of a meth precursor and public intoxication by controlled substance. She was lodged in the Harlan County Detention Center on a $2,500 full cash bond.
